Vietnam’s National Competition Commission has fined VNG Group, the parent of messaging platform Zalo and TikTok Pte. Ltd, for breaching consumer protection rules related to personal data collection, while VinFast has launched four new e-scooter models.
Vietnam fines VNG, TikTok over consumer data protection breaches
Vietnam’s National Competition Commission has imposed fines of 810 million dong ($32,000) on VNG Group, the parent of messaging platform Zalo, and 880 million dong ($33,500) on TikTok Pte. Ltd for breaching consumer protection rules related to personal data collection.
According to the watchdog under the Ministry of Industry and Trade, VNG committed six violations of the Law on Consumer Protection, including failing to provide users with options to limit data sharing or consent to the use of personal information for advertising and other commercial purposes. The company was also found to have included prohibited clauses in its standard terms and conditions without clearly disclosing their effective dates.
The enforcement action follows a controversial update to Zalo’s terms of service in late December 2025 that required users to agree to new conditions to continue using the app, sparking public concern over data privacy.
TikTok Pte. Ltd was cited for similar violations, including the lack of user consent mechanisms for advertising-related data use, as well as providing incomplete or potentially misleading information.
The commission has ordered both companies to halt the violations and review and strengthen their policies to ensure compliance with Vietnam’s consumer protection regulations.
VinFast launches battery-swappable e-bikes
VinFast has officially announced the launch of four new e-scooter models to meet diverse mobility needs.
The company’s first battery-swappable electric motorbikes aim to capture market share following Hanoi’s surprise decision to ban gasoline-powered bikes from July.
Three models support battery swapping, while one pedal-assisted model features a compact design suitable for high school students. The three battery swap e-scooter lines are Evo, Feliz II and Viper.
VinFast also introduced the pedal-assisted Amio, featuring a lightweight design, easy operation and no licence requirement.
To prepare for the new models, V-Green has completed installation of the first 4,500 battery swap stations, with plans to reach 45,000 swap cabinets nationwide in the first quarter of 2026.
With 45,000 swap cabinets expected to be deployed across 34 provinces and cities nationwide in the first quarter of 2026, the VinFast battery swap network for e-scooters is projected to be one and a half times larger than the current number of fuel stations, enabling users to confidently transition to e-scooters.
With support from local authorities and cooperation from major partners, VinFast battery swap cabinets are increasingly visible on city streets and are contributing to greener, more modern and more civilised urban mobility.
