Mobile carrier <a style="color: #000080">Globe Telecom Inc&#8217;s</a> supported Open Access Law for the Philippine telecommunications industry may gain priority in the next Congress after the May 9 general elections.
The <a style="color: #000080" href="http://www.dealstreetasia.com/?s=Ayala">Ayala</a>-led company earlier disclosed that the Congressional Policy and Budget Research Department (CPBRD) of the House of Representatives sent a letter to the company seeking details of its proposed law which it recently mentioned in one of their company announcements.
Globe general counsel Froilan Castelo stressed that an Open Access legislation for the telecom industry would help minimise bureaucratic red tape and expedite the issuance of all relevant permits at the local government level for all telecommunication facilities like broadband infra such as cell sites.

&#8220;Legislation of an Open Access law is extremely important if we are to support growth and development of the next generation,&#8221; Castelo said. &#8220;The interest that the CPBRD has shown for our proposal further motivates us to remain aggressive in developing a robust telecom infrastructure that we hope will support business capabilities of local industries.&#8221;
Castelo said the quality of existing telecommunication infrastructure (in a given locality) is often a direct result of the LGU permitting environment; and securing different permits at LGU level could become very challenging.
According to the lawyer the permit or the regulatory fee imposed by various local government units should cover only the reasonable costs. Prior to enactment of any pertinent ordinance, local government units should be mandated to present itemised proof of said regulatory costs.
A public hearing involving telecommunications companies and other stakeholders within their jurisdictions should also be conducted prior to the enactment of any local ordinance. Also, when these costs are requested in writing, a local government unit should respond with the information in writingm, he said.

CPBRD also requested for details of Globe Telecom’s stand on the reallocation of the 700 megahertz band, the 90 MHz of which is currently underutilized.
Globe recently approached the National Telecommunications Commission (NTC) to reassign the unused frequency held by <a style="color: #000080" href="http://www.sanmiguel.com.ph">San Miguel Corp (SMC)</a> amid the latter&#8217;s mobile phone venture deal with Australia-based telco and information services firm <a style="color: #000080" href="https://www.telstra.com.au" target="_blank">Telstra</a>.
Globe&#8217;s rival telco the <a style="color: #000080" href="http://www.pldt.com">Philippine Long Distance Telephone Company (PLDT)</a> also made the appeal to NTC.
Globe believes the immediate harmonisation and equitable distribution of the 700 MHz of frequency will sufficiently provide for rapidly increasing data traffic amid growing smartphone use in the country.
