The Indonesian government says it is giving ride-hailing app companies six months, or until April 1, 2017, to comply with the new Transportation Ministry regulation no 32/2016.
The regulation requires that only cars with engine specifications of 1,300 cc or higher can be used by the drivers of app companies. It also demands that the drivers are recruited as employees instead of partners.
However, the Jakarta Transportation Agency admitted that it had passed more than 700 cars with engine specifications lower than 1,300 cc under its vehicle roadworthiness test (KIR), as reported by local media the Jakarta Post. The agency claimed that the cars had been referred to them by the Transportation Ministry.
The government had first issued the regulation in April this year, but it only comes into effect at the beginning of October. Other areas that the regulation covers include legal status of the companies, permit for transport, and vehicle maintenance.
“We are extending the socialization period of this regulation for six months, effective from October 1, 2016. Meaning the full implementation of this regulation will be on April 1, 2017,” said Director General of Land Transportation Iskandar Pudji Hartanto.
The new regulation has garnered protests from online transportation firms, who feel burdened by the requirements. But Hartanto said that the government will continue to open discussions about the regulation with all parties, and assured that there is still a possibility of revision.
As reported before, the app companies’ legal woes began several months ago when conventional taxi drivers took to the streets in protest at the former’s services, which they blamed for their falling income.
The government then issued the regulation, which, in addition to the KIR test, also required the drivers to possess type-A driver’s licenses for public transportation and to have their vehicle ownership transferred to cooperatives that partnered with the app companies. However, the implementation has gone back and forth and the app companies’ drivers have themselves staged protests, claiming their own operations had been hampered by the regulation.
